PROJECT SUMMARY
The project “Public Administration Italy–Somalia – Training of Somali State Officials (PAIS-FUS) – Health and Justice Sector” aims to strengthen the institutional capacity of the Somali public administration through the training of public officials operating in key sectors of the State.
One of the main challenges faced by Somali institutions concerns the limited availability of adequately trained administrative personnel, together with the absence of structured academic programmes specifically dedicated to the training of public administration officials. Furthermore, the level of professional preparation of public officials often varies significantly between central and peripheral administrations, contributing to an uneven functioning of public institutions throughout the country.
To address these challenges, the project proposes the creation of a high-level training programme in public administration management, aimed at officials and managers already working within public institutions at both federal and state level. The initiative builds upon the existing cooperation between Italian universities and the Somali National University and responds to the needs expressed by Somali institutions through previous institutional exchanges and cooperation activities.
The project is structured around several phases. A first phase will focus on the training of trainers, aimed at preparing Somali academic and professional instructors who will contribute to the delivery of the Executive Master programme. This phase will ensure the availability of qualified teaching staff and will contribute to the long-term sustainability of the initiative.
Following this preparatory stage, the core component of the project will be the establishment of an Executive Master in Public Administration Governance and Management at the Somali National University in Mogadishu.
The programme will be structured as an advanced training course specifically designed for public officials holding strategic administrative roles within the Somali public administration.
The Executive Master will include a common training component, together with two specialised curricula dedicated to the sectors that have the most significant impact on citizens’ lives and on the functioning of the state: health and justice. Strengthening administrative capacities in these two sectors is considered essential for improving the delivery of public services and supporting the institutional consolidation of the Somali state.
Within the project, the study plan, teaching offer, teaching staff and activity calendar will be defined. The programme is intended for high-level public officials and administrative managers, and it will also rely on the preparation of a dedicated group of instructors and on the involvement of further public officers and administrative bodies through the temporary relocation activities.
Through this structure, the programme aims to equip Somali public officials with both general managerial competencies in public administration and sector-specific skills required to improve governance in the justice and health sectors.
The project will benefit several categories of actors within the Somali institutional system.
Direct beneficiaries include Somali instructors involved in the training-of-trainers activities, as well as public officials and administrative managers participating in the Executive Master in Public Administration Governance and Management. Additional public officers and administrative structures will also be involved through the temporary relocation activities foreseen within the project framework.
Indirect beneficiaries include Somali public institutions operating in the justice and health sectors, which will benefit from the strengthening of administrative and managerial capacities developed through the programme. In the longer term, the initiative is expected to contribute to improving the effectiveness of public administration and the quality of public services delivered to Somali citizens.
By strengthening the professional competencies of public officials and promoting improved coordination between different levels of government, the project aims to contribute to the development of a more efficient and responsive public administration.
In the long term, the integration of the Executive Master into the academic offer of the Somali National University will ensure the sustainability of the initiative and allow the programme to continue providing specialised training for Somali public officials beyond the duration of the project.
Ultimately, the project seeks to contribute to the improvement of public services and to greater access to rights for the Somali population, through the strengthening of administrative capacity within key public institutions.
The initiative will have a duration of 36 months and will be implemented primarily at the Somali National University in Mogadishu, in cooperation with Somali institutions and relevant ministries.
The total cost of the initiative amounts to €1,660,787.66, of which €1,500,000 (90%) is funded by the Italian Agency for Development Cooperation (AICS).
