Dear student, we would like to provide you with information regarding enrolling in a degree program at the University of Palermo as a non-EU student residing abroad.

Pre-enrolment procedure AY 2024/2025
The Italian Ministry of University and Research has published the document "PROCEDURES FOR ENTRY, RESIDENCY AND ENROLMENT AT HIGHER EDUCATION INSTITUTIONS FOR STUDENTS REQUIRING VISAS FOR HIGHER EDUCATION COURSES IN ITALY, FOR THE ACADEMIC YEAR 2024-2025", available in Italian and English on the Studenti Stranieri Miur website (studiare-in-italia.it)
IMPORTANT: pre-enrolment at the Italian Embassy alone does not grant admission to degree programs because you also need to complete the admission procedures required by the University of Palermo for the program you have chosen.

To enrol in a Master’s Degree Course, you must follow these steps:
- Registration on the Unipa Student Portal
- Starting of the Enrolment application
- the procedure of issuing admission letter
- communication for the interview
- payment of tuition fees
- Registration on the Universitaly Portal***
- Enrolment finalization
***After completing step 3, if you are accepted and receive a positive response on the Universitaly portal, you can apply for a visa D for study at the Italian consular diplomatic representation in their Country of residence.
Visa application procedure
The procedure may vary according to the regulations issued by the individual Italian embassies and consulates abroad.
You must complete all necessary procedures to obtain a student visa by November 29, 2024.

For general information about the requirements for obtaining a visa, please refer to the ministerial procedures (Part IV: incoming visa for study purposes, residency permit & subsequent measures) attached to the ministerial website [ITA].
The embassy or consulate is exclusively responsible for the final decision on the issue of a study visa.
The documentation produced by the higher education institutions in relation to a candidate’s application for a visa is considered as supporting information in the evaluation procedures carried out by these agencies, and does not automatically imply the issue of a visa.

2- Starting of the Enrolment application

To To enrol: you must start an enrolment application on the Student Portal. Please follow the instructions in the (TUTORIAL)
A. The procedure of issuing admission letter
Deadline: Your application must be created within 30 July, 2024
In order to get enrolled in a Master's Degree Course, you must receive an admission letter from the Course Coordinator. This can be done through Unipa Student Portal by starting an Enrolment application . Please upload the following documents:
· a valid passport
· a passport photo
· a copy of your Bachelor’s Degree
· a copy of the Transcript of Records
· an official Language Certification (B2 level or higher) or a Medium of Instruction certificate from your institution .Duolingo test is not allowed
· your CV
Upon receiving the application, the documentation will be preliminary validated by the administrative office, and then your academic records will be evaluated by the Course Coordinator.
Be aware that the Admission Letter by the University of Palermo does not confer any right to obtain a visa. The final decision on the issue of a visa for study purposes is the exclusive jurisdiction of the diplomatic/consular Mission. The approval of a pre-enrolment request for a study course and the relating documentation produced by higher education institutions is to be considered a support for the evaluation procedures for study visas by diplomatic Missions and does not automatically grant the visa. The diplomatic-consular Missions must confirm that there is no students 'migration risk (D.I. 850/2011 art. 4 paragraph 2 ). MIUR2
B. Personal Knowledge Interview
After the submission for enrolment and once you get the admission letter. You will be contacted by the course coordinator to complete the "personal knowledge interview" Your application will be suspended waiting for the confirmation of the course coordinator. The interview aims to highlight critical skills, maturity, expectations, motivation and overall personal preparation. The concerning Commission will also evaluate your English language skills. You will find extra tips on the official page of the course you have chosen. Passing the interview will allow you to complete the enrolment application on Unipa portal.
C. Payment of tuition fees

3- Registration on the Universitaly portal
Deadline: your application must be created within August 5, 2024
In order to apply for a visa, you must start an application on Universitaly. Please Register on Universitaly
and start your application, uploading the following documents:
- a valid passport
- a passport photo
- a copy of your Bachelor’s Degree (please note that provisional certificates are not acceptable),
- a Legalized Translated Transcript of Records
- an official Language Certification (B2 level or higher) or a Medium of Instruction certificate from your institution
The International Office will send to the Embassy only applications that have the admission letter.
Please remeber that in order to be fully approved you will have to pass the “personal knowledge interview”.

4- Enrolment finalization
Deadline: consult the table above for the dates
Once you are done with the portal application, it will be automatically blocked. This is a normal procedure since the enrolment now needs to be finalized. In order to finalize your Unipa enrolment you must submit the following documents in original at the International Students Office (Viale delle Scienze, Building n. 3, I floor) within the deadline:

- your University degree in original and its Italian or English legalized translation
- The Declaration of Value (DoV) issued by the relevant Italian consular section or a Certificate of Comparability from CIMEA or a Diploma Supplement
- The Academic Transcript of Records issued by your university, stating all the courses and grades and its Italian or English legalized translation.

To enroll to a Free access Bachelor's Degree Course the following 5 steps must be followed:
1 - Registration to Universitaly portal
You must start a pre.enrollment application within 5th August , 2024.
Your application must be accepted by 30 September 2024 and your visa must be granted by 29 November 2024.
In order to apply for a visa you must start an application on Universitaly.
Please register on Universitaly and start your application uploading the following documents:

An official Italian Language Certification (B2 level or higher). If you do not have an official language certificate, you must sit an Italian Language Test at Unipa
- Declaration of Value (DoV) issued by the competent Italian consular section or the Certificate of Comparability from CIMEA

The subsequent pre-enrolment phases will be completed at the relevant Diplomatic-consular missions for the purpose of obtaining the visa.

3 - Italian Language Proficiency test
In order to receive full approval on Universitaly and be admitted to finally enroll in a Bachelor's Degree course held in Italian Language, you must pass a Language Proficiency test. Please check the page Italian Proficiency Tests to know more.
There are two possible dates to take the Italian Language Proficiency Test. Either 8 July, 2024 or 30 August, 2024.
The students who have obtained certificates of proficiency in the Italian language with a grade not inferior to B2 level of the Council of Europe, awarded as determined by the CLIQ (Italian Quality Language Certification) quality system, which unites in one association the current certification bodies: (University for Foreigners of Perugia, University for Foreigners of Siena, Rome Tre University and the Dante Alighieri Society) and University for Foreigners “Dante Alighieri” of Reggio Calabria, as well as in convention with Italian Institutes of Culture abroad or other institutions. These certifications may be earned in the country of origin, in the approved exam centres found all over the world; The above-mentioned students are exempted from the Italian language test.

4- Enrolment Request Application (Deadline: TBD)
In order to enroll, you must start an enrollment application on Student Portal. Please follow the instructions in the TUTORIAL.

5 - Enrollment Finalization (Deadline: TBD)
After all these steps, you can proceed with enrolment fees payment.
After the payment your application will be automatically blocked sine it must be now finalized:
In order to finalize the enrolment at the University of Palermo, you must provide to the International Students Office (Viale delle Scienze, Building n. 3, I floor) the following documents in original at your earliest convenience after you arrive in Italy:
- Your original High School Diploma translated into Italian or English and legalized.
- One of the following Documents:
- Declaration of Value (DoV) issued by the competent Italian consular section.
- Statement of Comparability from CIMEA
Bachelor’s degree (limited number access)
Applicants for bachelor’s degree programs must have obtained a secondary school diploma after having completed at least 12 years of schooling.

4- Italian Language Proficiency test
In Order to receive full approval on Universitaly and enroll in a Bachelor's Degree course in Italian Language, you must sit a Language Proficiency test.

Finalization of the enrolment at the University of Palermo
To finalize the enrolment at the University of Palermo, you have to provide to the International Students Office (Viale delle Scienze, Building n. 3, I floor) the following documents at your earliest convenience after you arrive in Italy:
- The original of your University degree or the original of your Hight School Diploma translated into Italian or English and legalized.
- The Declaration of Value (DoV) issued by the competent Italian consular section. Statement of Comparability from CIMEA or Diploma Supplement can be used as well.
- The original of your academic transcript issued by your university, stating all the courses and grades, translated into Italian or English, legalized by the competent Italian consular section
IMPORTANT: To be eligible for Italian higher education at the Master's level, it is mandatory to have a High School diploma and a Bachelor's degree earned after no fewer than 15 years of studies (of which at least 3 at University level). Make sure your Declaration of Equal Value (DoV) issued by the competent Italian consular section states the number of school years before university enrolment.
Enrolment Fees
Foreign students pay tuition fees according to their so-called "ISEE parificato". To do that, for the next academic year, they will have to bring here in Italy an "economic document" of their country of origin containing:
their family income from 01/2020 till 12/20120;
family bank account till 31/12/2020 and personal bank account in Italy (if they have it) till 31/12/2020;
family status of 2022 (number of members)
property papers of 2022.
Residence Permit
Within 8 days from your arrival, you have to apply for a resident permit (“permesso di soggiorno”) for study purposes to start the procedure for issue the Italian residence permit you can contact the help desk of the Guidance and Tutoring Center (Centro Orientamento e Tutorato – COT Viale delle Scienze, Building n. 2, II floor) which will help you throughout the procedure.

IMPORTANT: Because of the beginning of all the Courses is on the first of October, you are expected to be in Palermo by mid-September of each Academic Year at the latest!

Every year, a quota of reserved places for non-EU students with residency abroad is set for those degree programs with limited access. Other restrictions may be decided by the university and the quota is also indicated in the calls for applications.
