the article analyzes the powers of the Regions in the transport sector, including the competence of the Sicily Region, which despite its specialty in the matter has only a concurrent legislative power with the State. Starting from this data, it is found that without a general transport plan, the Region cannot implement any infrastructure and transport systems, but always on the basis of a frame law that indicates its fundamental principles
