Abstract

The article analyzes the recent development of jurisprudence about the most important aspect of disciplinary proceedeings’ rules in the public administrations. It considers in particular the rule of proportionality between behaviour and sanction, the office in charge of the proceeding, its carrying out, and the consequences of the violations of proceeding rules.
