Abstract

The ousting of Peruvian President Pedro Castillo provided an opportunity to develop a study of the main mechanisms of the Peruvian form of government, which presents interesting distinctive features compared to the presidential model. Over the last two decades, moreover, the practice concerning the cases in which the presidential term can be terminated before its natural expiry has shown a change in their nature. A tendency has emerged for Parliament to exploit the constitutional procedures by which it can enforce the political responsibility of the President. In this sense, the events in Paraguay are also emblematic. The application of the institution of impeachment has raised numerous doubts as to the use that has been made of it with respect to its nature as an extrema ratio.
