Jan Stormann – Economist and Lecturer in Public Policy, OECD & Sciences Po
Jan Stormann is a distinguished scholar and practitioner in public policy and strategic foresight. An alumnus of Sciences Po, Cornell University, the London School of Economics (LSE), and the École Nationale d’Administration (ENA), he brings a highly interdisciplinary background, spanning quantum computing, statistical design, and policy analysis. Early in his career, he contributed to the development of quantum computers at the IQOQI – Austrian Academy of Sciences and designed advanced statistical experiments.
Dr. Stormann’s academic and professional journey includes research under Prof. Berezin at Cornell University, as well as service in the French and Austrian public sectors, advising national governments and international institutions. He has also held teaching positions at prestigious institutions such as the University of Palermo, as Guest Professor, École normale supérieure (ENS Ulm), the French Army Centre for Higher Military Education, the French Army War College’s Doctrine and Command Center, the Institut Catholique de Vendée, and the Crisis Research and Management Center (IEC-IES).
He has actively contributed to high-level conferences, including the ENA INSPiration Conference on European Defense Economics and the EnergIntell Conference, and published extensively in outlets such as the Oxford Middle East Review, Revue Défense Nationale, Sciences Po Conférence, Chatham House, and the Institute for Advanced Studies in National Defence (IHEDN).
Currently, Dr. Stormann serves as an Economist at the OECD, a Lecturer at Sciences Po, and a Junior Associate Fellow at the NATO Defense College.
His research focuses on strategic foresight, foreign and public policy, particularly in areas related to emerging technologies, innovation, and hybrid threats, as well as public management. His work combines rigorous analytical methods with practical insights for policymaking in complex, dynamic environments.
