Abstract
The essay is made by two main aspects: history of European political Institutions, and federal political theory. For the first aspect, the author focuses on a special moment of Europe when the partners tried to have an agreement for a common military defence, the first step for the political union of Europe. So that European Commission asked the qualified opinion of the major political theorist, Carl J. Friedrich, a prominent expert of federalism and constitutionalism.
